Migration of deactivated user accounts in a Exchange 2003 to 2010 Migration

During the migration process of SBS 2003 to 2010 I encountered many errors, but one of the most puzzling ones was the migration of a few deactivated accounts. After enabling the accounts i tried to move the mailboxes to no avail, I  received the error message "Move Mailbox Fails:  Error details: MapiExceptionNoAccess: Unable to open message store. (hr=0x80070005, ec=-2147024891) ".


 I tried to start the replication manually also no help same error. In the end what solved this particular problem was granting the  New Exchange Server rights to the users mailbox

and setting the allow "associated external account" permission

Making sure the Permissions were inherited

and waiting.
I ran the command  repadmin /syncall

and  repladmin /showrepls

and from this I could tell that the configuration partition of the AD was successfully replicated.

After this i was able to create a move request with out any errors.
